Well, research seems to indicate that this WAS done during Georgie Porgie's watch, and that the stuff the DOJ was requesting was merely intended to "clarify" a gray area.
Buut I agree: there's no need for this sort of infringement on privacy, whether it be at the behest of Georgie, Obama, or any other President. If it's that important, get a warrant; it's not that hard, especially in the FISA courts. What this really is is a CYA for FBI agents, so that they can get stuff done with a minimum of effort.
